Provident Cosmo City and Provident Freedom are same project (Provident Cosmo City = Provident Freedom). Its also called as Puravankara Cosmo City or Puravankara
Freedom. This "Provident Cosmo City" is the very first project from Provident Housing Limited (PHL) and this first project is launched in Chennai. Provident Housing
Limited is one of the group of companies from "Puravankara Projects Limited", which is Bangalore based real estate developers. So, Provident Housing Limited is a
wholly-owned subsidiary of Puravankara Projects Limited.
This first project from Provident Housing Limited, which is Provident Cosmo City (now called as Provident Freedom) is launched during the year 2009. The total
apartments covered in this project are 2174 (as per the DTCP approval number "16078/2008/CB dated 26-Feb-2009"), which is spread in 32 acres. This project contains 4
sectors named A, B, C and D, with each sector having multiple blocks comprising 143 total blocks (Distribution of blocks are A=23, B=49, C=36, D=35), with each block
containing 16 apartments at an average. The location of this project is Pudupakkam, Chennai (Kancheepuram District) or also called as Near Siruseri IT park, Chennai.
Though the launch and booking of the project started on the year 2009, the handover of the apartments started only by the mid of 2012, without the basic amenities
provided. The sequence of handover of the sectors are, C sector handed over first, then D Sector, then B Sector, at last A sector. Though there are many sectors in the
same project, all are considered as single project as the facilities are shared between all sectors.
As there are many unsold apartments (nearly 350 apartments) in A sector and in B sector, which are ready to occupy for the past few years, the builder giving a
different name "Provident Freedom" and trying to sell the unsold apartments in this project "Provident Cosmo City". This is clearly to cover the car parking issues in
the current project named Cosmo City, as its very familiar for Indians.
Only to list the major ones, below are the issues in the project "Provident Cosmo City" now called as "Provident Freedom":
1. The builder Provident Housing Limited, have not settled the car parking to its current owners (1600 owners approximately), for the past 4 years after the handover
of apartment. This is because the builder oversold the car parkings to its owners, beyond the number of car parkings the project can accommodate as per the DTCP
approved plan. Till now the issue is not solved.
2. The builder Provident Housing Limited, without any approval from its existing owners in Cosmo City (1800 owners), went ahead and reapplied for the DTCP re-approval,
by making changes in the plan given to the owners during 2009. This re-approval by builder is a complete violation as the apartment is handed over to the owners 4
years back and builder cant make any changes in the project plan without any approval from its owners. The re-approval was documented with "ROC.NO.1077/2015/MLPA dated
18-Nov-2015", which is opposed by the owners.
3. Violation in the Pollution Control Board (PCB) approval. As per the PCB approval for the project Provident CosmoCity, the approval is only to build 1184 apartments,
but builder went ahead and built 2174 apartments, which is deviating the approval. The PCB approval reference number is "SEIAA/TN/EC/8/(a)/006/F-20/2008 Dated 24-Jul-
2008".
4. TNEB Substation charges collected, but not implemented for the past 5 years. During the handover period, exorbitant TNEB charges were collected, instead of
Rs.15,000/-, it was Rs.45,000/- collected from each owner for covering the provision of TNEB substation for the locality called Pudupakkam. This substation never been
implemented for the past 5 years though the owners have made the payment in full during handover.
5. DTCP guidelines not followed and violation in the approvals. As per the DTCP approved plan and from the PCB approved plan, the builder have to install solar based
water heater to each block (so the total of 143 blocks), but the builder haven't installed such solar water heater and deviating from the approval received from
government.
Though there are many other deviations in the project, I have listed only few for cautioning the prospective buyers.
